International Partnership Ethical Guidelines

Purpose
These International Partnership Ethical Guidelines establish the principles governing collaborations between Biciid Center and international institutions, universities, NGOs, donors, cultural organizations, technology partners, and research bodies.
Biciid Center engages in global partnerships to strengthen cultural preservation, research, education, and digital innovation. All partnerships must respect Somali heritage, community dignity, and ethical standards.
Foundational Principles
- Mutual Respect — Partnerships must be built on equality, not hierarchy.
- Cultural Sovereignty — Somali heritage remains owned by its communities. International cooperation must not undermine cultural autonomy.
- Transparency — Objectives, funding, data use, and intellectual property arrangements must be clearly defined.
- Accountability — All partners are responsible for ethical conduct and lawful compliance.
- Non-Exploitation — No partnership shall extract knowledge or resources without fair acknowledgment and consent.
Cultural Ownership & Intellectual Rights
All cultural materials shared within partnerships must:
- Respect community ownership
- Acknowledge knowledge holders
- Avoid unauthorized commercialization
- Comply with applicable intellectual property laws
International partners must not:
- Claim ownership over communal heritage
- Patent indigenous knowledge without lawful and ethical agreement
- Remove artifacts or archives without authorization
Any use of heritage materials must be documented in writing.
Ethical Research Standards
Joint research initiatives must:
- Obtain informed consent when involving community knowledge
- Clearly define research scope and methodology
- Share findings transparently
- Avoid cultural misrepresentation
Research outputs must not distort Somali history or traditions for political, commercial, or sensational purposes.
Collaborative research should aim to build local capacity and scholarship.
Data Governance & Digital Collaboration
When partnerships involve digital platforms, archives, or AI systems:
- Data sharing agreements must be formalized
- Sensitive heritage data must be protected
- Personal data must comply with privacy standards
- AI training data must respect cultural integrity
No partner may use cultural data for unintended purposes without explicit consent.
Financial Transparency
All funding arrangements must:
- Be documented
- Define allocation purposes
- Avoid conflicts of interest
- Comply with applicable laws
Biciid Center will not engage in partnerships that compromise its independence or mission.
Capacity Building & Knowledge Exchange
Partnerships should prioritize:
- Skill transfer
- Training opportunities
- Youth empowerment
- Institutional strengthening
Collaboration must not create dependency but promote sustainable local development.
Protection of Tangible Heritage
When working with international institutions involving artifacts or archaeological materials:
- Legal frameworks must be respected
- Export and transfer laws must be followed
- Cultural heritage must not be trafficked
- Proper documentation and authorization must exist
Illicit trade or removal of heritage materials is strictly prohibited.
Protection of Intangible Heritage
Oral traditions, poetry, indigenous knowledge, and cultural expressions must be handled with:
- Cultural sensitivity
- Proper attribution
- Community consultation
Sacred or restricted cultural knowledge may require limited access or special agreements.
Conflict of Interest
All parties must disclose:
- Financial interests
- Institutional conflicts
- Personal affiliations that may influence decisions
Undisclosed conflicts may result in termination of partnership agreements.
Political Neutrality
Biciid Center maintains independence from political manipulation. International partnerships must not:
- Exploit cultural platforms for political propaganda
- Influence research outcomes for political agendas
- Use heritage for divisive narratives
Cultural preservation must remain non-partisan.
Ethical Technology Use
Technology partners must ensure:
- Responsible AI development
- Respect for local language and context
- Transparency in algorithmic systems
- Avoidance of digital colonialism
Digital innovation must strengthen local capacity rather than displace it.
Dispute Resolution
In case of disagreements:
- Issues should be addressed through dialogue
- Formal review mechanisms may be established
- Legal action should be a last resort
Partnerships may be terminated if ethical violations occur.
Monitoring & Review
Partnerships will be periodically reviewed to ensure:
- Compliance with ethical standards
- Alignment with mission
- Mutual benefit
- Cultural integrity
Non-compliance may result in suspension or termination.
Termination Clause
Biciid Center reserves the right to terminate partnerships that:
- Violate cultural protection standards
- Engage in exploitation
- Misuse shared data
- Damage institutional reputation
Termination procedures must follow contractual agreements.
